You need to find the file extension (the bit after the dot ) IE some pictures are .jpeg or .gif
once you know the type of file it is you can get the appropriate program to open it

First we need to know what extension it has – such as leveling guide.exe (with .exe being the extension).

.torrent file you need to open in a program such as Azureus or Utorrent.

.rar file you open with Winrar.

What is the extension of the file you downloaded? I would type the extension into Google to find out what type of file it is and hopefully what software it needs to run it.

I would also check the source of the download. They will normally tell you what special software is needed if normal windows software won’t do the job.

You have to find the program that runs a .rar file. Good luck, MS doesn’t know what it is so your on your own.

Usually after saving a downloaded file, to install it, you must go to your "downloads" file in your My Documents folder. From there you click on it to open it. This starts your installation. Installations generate a "Start" icon which will be placed on your desktop for easy access. You didn’t mention that you installed the program, only you clicked on the ‘open’ button. The computer couldn’t find a program with which to associate your ‘open’ command because you hadn’t installed the program. That’s why you ended up in the Web Service site. This is what I gathered from your question. I hope it’s helpful.
